The Trade and Cooperation Agreement between the EU and the United Kingdom defined that it will participate as an associated country in Horizon Europe. In this sense, all entities based in the United Kingdom are eligible for Horizon Europe funding, under the same conditions as EU entities, with the exception of the investment part in the European Innovation Council (EIC) Accelerator.
Only in exceptional and duly substantiated cases, the work programe may apply restrictions to UK entities participation. Participation in the European Defense Fund is also excluded from this Trade and Cooperation Agreement as it has a different legal basis.
The agreement between UK and EU establishes also the financial contribution of the United Kingdom ensuring its participation in Horizonte Europa. It will consist of an operational part (to support operating and participation costs) and a participation fee (to support administrative costs of its participation). If necessary, correction mechanisms may be applied to UK contributions, through their effective participation in the program.
As in Horizon 2020, the Horizon Europe will be open to association agreements with countries from European Free Trade Association (EFTA), candidate or potential candidate countries and countries covered by the European Neighborhood Policy. The EU is currently negotiating with Turkey, Israel, Tunisia, Morocco, Ukraine, the Republic of Moldova, Georgia, Armenia and the Faroe Islands.
